This project is continuing with sewer rehabilitation work. We appreciate your patience as this work is being done to enhance the aging infrastructure to extend the life of the regional sewer system another 25-30 years.
Upcoming Work
LOCATION: Various locations along 405 Freeway between Fairview Rd. and Bristol St.
What:Â A bypass system consisting of above ground piping and bypass pumps will be installed to temporarily reroute sewer flows to allow for the rehabilitation to occur without interrupting sewer service to the community. Other work includes pipeline cleaning, pre-inspection, rehabilitation, post-inspection, and removal of the bypass system.Â
When:  Starting May 27 – July 2025*
Hours:   Monday – Friday, 7 a.m. – 5 p.m.
Impacts:
- Increased noise due to construction activity.
- Temporary above-ground piping primarily along the flood control channel.
- Generator noise from bypass pumps. The pumps are needed to push flows out of the sewer pipe and into the above ground piping. Noise barrier will enclose the bypass pump area to reduce the transmission of noise.
Additional Information:Â The actual rehabilitation work will be done in several segments. Each segment requires continuous uninterrupted work hours and may extend outside normal working hours, including night work. More detail and information will be provided when those dates are scheduled.
LOCATION: Pacific Arts Plaza on Park Center Drive
What:Â Manhole access improvements. This will include modifying the gate and driveway entrance location to an existing manhole.Â
When: Starting June 2 and lasting approximately 2 weeks*
Hours: Monday – Friday, 7 a.m. – 5 p.m.
Impacts:Â No full road closures are to be expected. The impacts are anticipated to be minimal outside the work area other than increased noise and activity due to the construction.

Project Description
This project will rehabiliate approximately 4 miles of the regional sewer pipeline that runs along the I-405 freeway in the City of Costa Mesa. Project elements include the rehabilitation of gravity sewer pipelines, manhole structure rehabilitation, and manhole access improvements. The project also includes the rehabilitation of sewer pipelines that cross under the I-405 freeway.Â
